The tourism department of the Provincial Council of Bizkaia is spearheading this shift. The strategic plan prioritises sustainability, accessibility and social cohesion. Here, visitors contribute, rather than simply consuming. Bizkaia prides itself on being the first destination in Spain to have an official regeneration roadmap. They call it slow tourism, but it is driven by the power of our history. It is not about growing systematically, but about choosing what we want to be.
